Providence man arrested for squirting urine at officers E-mail

CENTRAL FALLS — A Providence man was arrested by police Tuesday afternoon after allegedly assailing officers in what they described as a particularly “gruesome” manner. According to an arrest report, Timothy Webb, 49, of 557 Veazie Street, Providence, was arrested on Tuesday, October 28 at approximately 12:49 p.m., following an incident on Dexter Street. He was charged with one count of disorderly conduct (exposes his/ her genitals).
Officer David Joseph reported seeing Webb get off a RIPTA bus near the Capital Farms parking lot on Dexter Street, before tossing a black backpack onto the bus and climbing back on. Joseph then allegedly saw the bus driver get out of her seat and attempt to stop him, before shouting to Joseph for help.
When he got onto the bus to see what was going on, Joseph said, he noticed that Webb “appeared highly intoxicated” and asked Webb to leave the bus, which he reportedly refused to do. Joseph eventually managed to get Webb off the bus, but he allegedly became uncooperative, swearing at the officers and making a scene.
According to Joseph, he and the other officers eventually decided to let Webb go down the street to catch another bus home. However, he allegedly swore at the officers again, and, after crossing the street, put his backpack down and returned to where the officers were.

“Timothy approached us and began to shout at us in an unruly manner and pulled his pants down to his ankles,” Joseph wrote in the arrest report. “Timothy then grabbed a colostomy bag, which was hanging along his right leg filled with urine, and began to squeeze it until it started squirting out at us.”
Webb allegedly began moving in a circle, “attempting to squirt his urine all over” the officers. He reportedly refused several demands from Joseph to stop, but then eventually pulled his pants back up and attempted to walk away. An officer then allegedly grabbed him and pulled him toward a cruiser. At police headquarters, Webb allegedly continued to swear at Joseph and refused to answer his questions. He was eventually released with a District Court summons dated November 25, police said.
