Barr to face Almond for Lincoln administrator E-mail

LINCOLN – The results are in on the primary race that determined who will challenge incumbent Town Administrator T. Joseph Almond in the general election.

When the unofficial results came in late Tuesday night, John D. Barr II emerged victorious in the Democratic primary. He had been running in a three-way race against John Cullen and Louis E. Azar, and will now face Almond, a Republican, and independent candidate James Spooner in November.

The victorious Barr won the primary with a total of 678 votes (or 55.4 percent) of the vote, compared with 337 (or 27.6 percent) for Cullen and 208 (or 17 percent) for Azar, according to unofficial results from the Board of Elections.

Barr thanked all involved, from his campaign staff to his fellow candidates, emphasizing his happiness at all three candidates having run determined but clean campaigns.

“I’m very happy with the outcome of the primary,” Barr said as the final results came in. “This was a very hard-fought campaign. (But) there were no personal attacks or any dirty politics.”

Barr had previously told The Times that he had bounced back from medical difficulties, having suffered an “aortic dissection,” a condition in which a tear in the wall of the aorta causes blood to leak between the layers of its wall, causing them to separate. Now in the process of recovering, the former state representative had said he wanted to look into the valuation of the Twin River casino site. Following Tuesday’s primary, he said he looked forward to jumping right into the general election.

Cullen, a licensed real-estate agent and owner of a self-storage facility, had never sought public office before. According to a previous Times report, he had been particularly critical of the manner in which Twin River had evolved into its current incarnation as a large gambling facility, a process he said happened gradually and in some cases against the expressed will of residents.

Louis Azar, 78, did not prioritize Twin River as much in the run-up to the primary. Instead, the attorney and former town solicitor had suggested looking into legal fees the town had incurred and seeking ways to reduce its legal costs. He had previously sought the office of town administrator, running for the position unsuccessfully against Burton Stallwood on five occasions.

Azar could not be reached for comment on the results in time for this article. Cullen expressed disappointment in his own failure to clinch the nomination, and lamented the lack of a bigger voter turnout. However, he said he would likely be back in the political ring before too long.

“I think I still have a lot to contribute to the body politic,” Cullen said. “I always will push to better our democracy in Lincoln.”

The race for town administrator is now a three-way between Barr, Spooner and incumbent candidate Almond. Almond, the nephew of former Rhode Island Governor Lincoln Almond, is a former police detective who ran for the office successfully in 2006 after unsuccessful runs for the office in previous years.

Meanwhile, MaryAnn Shallcross-Smith won the uncontested primary vote for the District 46 state representative seat, with 389 votes and will face off against Republican William J. McManus.

In District 45, Rene R. Menard handily won the Democratic primary against Leo T. Donovan Jr., with their Lincoln vote tallies unofficially listed at 440 and 86, respectively by the Board of Elections. In Cumberland, Menard garnered 785 votes to Donovan’s 374.
