Cops: Illegal immigrant held after DUI crash E-mail

CENTRAL FALLS — A local man who was arrested by police on drunken driving charges is also facing charges of being in the United States illegally, according to a report by the Central Falls Police Department.

According to police, 26-year-old Edwin Delcid, of 102 Cowden St., 2nd, was arrested on Friday, July 4 at approximately 11:40 p.m. following an accident at the Tropicana nightclub. He was charged with driving under the influence of drugs or alcohol, first offense, BAC unknown, driving without a license or with an expired license and refusal to submit to a chemical test.
Police reportedly responded to the nightclub at approximately 11:30 p.m. after receiving a report of a minor accident involving an allegedly intoxicated driver. When officers arrived at the club, they allegedly found Delcid “sitting slumped over behind the wheel” of a green 1999 Ford Mustang, which several club patrons allegedly told police had ht another vehicle while trying to back out of the lot. When approached by officers, Delcid was unsteady, and needed to use the vehicle’s door to support himself while exiting, according to the arresting officer’s report.
According to the report, Delcid “was slurring his words while speaking to me, and his eyes were very watery and blood shot.” Asked by the officer if he had consumed any alcoholic beverages, he allegedly responded “that he drank five, six or seven Coronas while at the club,” the officer’s report said.
Delcid was asked to undergo field sobriety tests, which he reportedly agreed to, but did not perform well on. Police said he indicated that he understood how to conduct the tests, but after witnessing his unsteadiness during a one leg stand test, officers reported ending the test and placing him under arrest on a drunken driving charge.
According to the officer’s report, Delcid refused to take a chemical test, but signed the relevant paperwork. He was issued a district court summons with a date of July 22, as well as a September 12 traffic tribunal date for the chemical test refusal charge, police said.
While Delcid was in custody, police reported learning that he was in the United States illegally, and that Immigration and Customs Enforcement (ICE) had an active detainer on him. He was transported to the Wyatt Detention Facility at the request of ICE, police said.
The vehicle hit by Delcid’s vehicle was identified as a 2005 Toyota Tacoma truck belonging to a North Providence man. Delcid’s vehicle was towed, but both men reportedly told police they were uninjured in the accident.
