PROVIDENCE — A former Central Falls city councilman accused of sexually assaulting a male juvenile plead not guilty to the charges against him last week, and is due back in court in March.

Luis Gil, who resigned from the city council towards what would have been the end of his term last year, faces two sets of charges stemming from incidents of sexual assaults on a fifteen-year-old boy that allegedly occurred last summer. He is expected back in superior court for a pre-trial conference on March 24.
Gil faces two sets of charges, allegedly stemming from two incidents involving the same victim. The first, from the Providence Police Department, was a charge of third-degree sexual assault on a minor, for which Gil was arrested after allegedly being found in a compromising position with the alleged victim in a car. The second set of charges, from the state police, consists of three counts of third degree sexual assault, from alleged incidents in Lincoln Woods Park and the former Notre Dame Church rectory in Central Falls.
Attorney Richard Corley, who is representing Gil in the case, said he filed two motions. The first was a motion for discovery, in which he said he was asking the state to submit a list of witnesses they wish to bring forward and what they intend to prove by calling on these witnesses. The second motion Corley indicated filing was for a bill of particulars, specifying the date, place and manner in which Gil is said to have broken the law.
Corley said that both of his motions pertain to the charges from both the state police and the Providence Police Department. He said the state had sent him a criminal information package on the case, but had not requested any information from him yet.
The latter claim was also confirmed by Michael Healey, a spokesman for Attorney General Patrick Lynch.
Gil, age 45, of 255 Cowden Street was arrested in early November on the Providence charge. Towards the end of the month, he turned himself in to the Rhode Island State Police on the charges they subsequently filed. He had announced his intention to resign from the Central Falls City Council after the first charge was brought against him, but before the subsequent charges were made public. Mayor Charles Moreau publicly called for his resignation in a written statement shortly after the first charge was made public.
